PENINGKATAN KAPASITAS KEGEMPAAN MASYARAKAT MELALUI PROGRAM DESA TANGGUH BENCANA

Abstrak: Gempa bumi tidak seperti bencana alam lainnya yang dapat diprediksi, namun manusia dapat mengurangi risiko bencana melalui Pengurangan Risiko Bencana (PRB). Program PRB yang berlaku di Indonesia saat ini adalah Program Desa Tangguh Bencana (Destana). Desa Santong Mulia memiliki beberapa masalah bencana yaitu tingkat risiko gempa bumi tinggi, tingkat kerugian tinggi terhadap gempa bumi, termasuk 17 desa dengan indeks kerentanan sosial tinggi, dan tingkat kapasitas ketangguhan rendah. Kegiatan pengabdian masyarakat ini bertujuan meningkatkan pengetahuan, sikap, dan keterampilan kegempaan Tim Siaga Bencana Desa (TSBD) melalui program destana, agar memiliki kapasitas serta kemandirian dalam penanggulangan bencana tingkat desa. Mitra pengabdian masyarakat adalah TSBD Santong Mulia berjumlah 20 orang. Metode yang digunakan adalah sosialisasi, pelatihan, dan pendampingan. Evaluasi peningkatan pengetahuan kegempaan melalui pemberian pre-test dan post-test. Hasil evaluasi terdapat peningkatan pengetahuan mitra sebesar 45%. Hasil wawancara dan observasi ditemukan perubahan kapasitas Masyarakat pada aspek sumber pengetahuan bencana, paradigma penanggulangan bencana, pengetahuan bencana dan PRB, dokumen penanggulangan bencana desa, dan pelaksanaan PRB tingkat desa.
Abstract: Earthquakes are not like other predictable natural disasters, but humans can reduce disaster risks through Disaster Risk Reduction (DRR). The DRR program in Indonesia is Disaster Resilient Village, as known as Desa Tangguh Bencana (Destana). Santong Mulia Village has disaster-related problems, namely a high level of earthquake risk, a high level of loss to earthquakes, 17 villages with a high social vulnerability index, and a low level of resilience capacity. This community service activity aims to improve knowledges, attitudes, and skills of the Disaster Preparedness Team as known as Tim Siaga Bencana Desa (TSBD), through the Destana Program. The participant is TSBD Santong Mulia with 20 people. The methods were socialization, training, and mentoring. The evaluation of knowledge improvement was carried out through giving pre and posttest. The participant knowledge was increased by 45%. The capacity level has changed such as disaster knowledge sources, disaster management paradigms, disaster and DRR knowledge, disaster management documents, and village-level DRR implementation.
